The headline says it all: Chirac Rivals Google with French Online Book Plan.

It could be argued that Google rivals France, not the other way around. France has helped lead the way in digital libraries over the past 10+ years, and currently has over 70,000 digitized works available at the Gallica digital library at the Bibliotheque National de France.
