The blue text on a blue background is definitely ugly, but the worst ever? Not if you include old personal sites:

There were a lot of these way back when. But by now, we should all know better than to use black backgrounds and grey text, or blue on blue.
That blue on blue is horrible, I had to highlight the text to read it.
