The impact of a free ad server by Google is unlikely to kill premium ad serving solutions like DoubleClick, much like Google Analytics did not kill the premium site analytics providers like Omniture, WebSideStory and CoreMetrics. Data privacy (it is BAD if Google knows everything) is a strong driver for this, but the rich features of the premium tools as well as the services and support that come with them (trafficking, custom reporting, systems integration, consulting) are equally important to enterprise as well as mid-market clients. That a free Google ad server will have a big impact on the tail of the market is beyond dispute.

Conversion rates for banner ads are pretty low. Unless Google feels the branding market will experience revenue growth, what would be its incentive to invade an aged technology market that produces a lower ROI year-after-year?

Very interesting stuff John. I made a post about this well and I suggest you also consider what type of benefits Google would have in being able to offer Adsense and their own premium ad sales as a way to help monetize their free product.
