&lt;p&gt;If a telco owns both the network and the content it does seem they would be more exposed to law suits. Fear of law suits may be the biggest stick we have to keep the networks from crossing the over the net neutrality line. It&#039;s not like we can depend on Congress to defend the interest of the public good.&lt;/p&gt;</description>
