This is not to fault the marvelous Gary Price, but really there's almost nothing in the 8-page RFI/P that Google hasn't spoken about. The real document is the engineering plan, which wasn't released for any company I've seen. The Google RFI/P is a cover document addressing the company's size and ability to deliver. The technology details are pretty minimal.
Is there any chance that Google loses the bid to one of the other 16 proposals?
